Finding the Hidden Vulnerable

Abstract

This innovation project proposal is centred on trialling the development of a predictive model to identify customers in vulnerable situations whose heat comes from Cadent delivered gas that are missing out on the protections that the Priority Service Register (PSR) brings because they are “hidden” behind a non-domestic supply contract. The aim of the predictive model would be to aid Cadent to find these customers so that it can be ensured that they receive the support that they need in the event of an interruption to supply.

The project will provide insight into customers affected by this issue. The learnings from this will not only aid Cadent, and potentially all other network operators and energy suppliers, in supporting these consumers but can also feed into wider discussions around how industry governance mechanisms can be refined, so that these customers can be better supported. For example, by building a stronger picture of these customers, the insight could be used to review the definition of Domestic Premise Indicator (DPI) or create a new indicator for commercial sites with a non-dominant domestic usage to capture these consumers within industry systems and expand industrywide PSR support to them across both gas and electricity. Looking beyond PSR, the learnings could also feed into refining other support mechanisms, for instance, opening up schemes like the Energy Price Guarantee and Warm Homes Discount to these customers.
